[Dcmlib] makeDicomdir

I use the builded makeDicomdir to create NewDICOMDIR file,but It cannot be readed by Other DICOM Viewer application (just like PIVEW..etc).  maybe the NewDICOMDIR is not compatible with the DICOM Standard or is i wrong??
