[Dcmlib] GDCM 2.0.13 is out !

Windows 32bits binaries are now available. I finally got my hand on a
very old laptop with WinXP. To build this windows release I used:

- python 2.6.4rc2
- java_ee_sdk-5_07-jdk-6u16-windows
- swig 1.40
- openssl 0.98k
- C# 3.5
- Visual Studio Express 2008 sp1
- cmake 2.6.4
