Unfortunaltely this is incorrect, the correct cvs is described at:

http://www.creatis.insa-lyon.fr/Public/Gdcm/Cvs.html

...
:pserver:anonymous at cvs.creatis.insa-lyon.fr:2402/cvs/public
...

Using WinCVS you have to set the port 2402 in the server port.
