[Dcmlib] gdcm CVS Version doesn't compile on Windoz

I wanted to build static .exe;
I used
BUILD_SHARED_LIBRARIES : OFF
GDCM_BUILD_SHARED_LIBRARIES : OFF
It worked; I doesn't ...

I tried
BUILD_SHARED_LIBRARIES : OFF
GDCM_BUILD_SHARED_LIBRARIES : ON
and it works again.
I don't know if this is very clever, and probabely the .exe is no static;
OK : I'll send gdcm dll as well to users ...
