[Dcmlib] Media Storage SOP Instance UID vs SOP Instance UID

Hi!

Some times ago, Mathieu asked about the diffirence between 'Media 
Storage SOP Instance UID' and 'SOP Instance UID'.
I still don't know, but now I'm sure it *must* be the same value :
David Clunie's dciodvfy ouputs an error message :
Error - Media Storage SOP Instance UID different from SOP Instance UID
If there aren't.

(The message occurs on some GE images, never on gdcm writen images :-(
