[Dcmlib] GDCM 2.0.0-alpha released

GDCM 2.0.0-alpha is a snapshot of the current development going on.
This shows advanced users a technology preview of what the new GDCM
2.x architecture will be.
Of course this is no garantee that the current API will be not change
for the real gdcm 2.0.0 release.

It comes with three very simple applications:
- gdcmdump: it will dump the content of a DICOM file (ACR-NEMA or DICOM v3 file)
- gdcmraw: it will extract any tag from the DICOM file. If the DICOM
tag specified is a sequence of pixel data fragments, those sequences
will be appended one after the other.
- gdcmviewer: you will need a recent version of VTK to build this
simple viewer (VTK 5.0.1 and up).
