[Dcmlib] Explicit VR and multiple VR in dict

Hello,

	Here is a nice one:

$ ./bin/PrintFile  filein=/tmp/PETanonymized | grep "Image Pixel Value" 
 
                    D 0028|0106 [SS]    [Smallest Image Pixel Value] [60260]
D 0028|0107 [SS]    [Largest Image Pixel Value] [32767]


	And the dataset is explicit, I thought that in this case we would 
discard the VR from dict and use the one from the file. I guess not 
because the signed short value of -5276 is displayed as 60260 ...
