[Dcmlib] Bits stored and bit allocated

Hello folks,

I would like to know if dicom images, as the following I am adding in 
attachment, can be correctly handled by gdcm in the next future.
This dataset has :
Bits Allocated: 16; Bits Stored: 13.
It should come from an Hitachi machine.

The output should be masked with 0x1FFF ...
