[Dcmlib] gdcmData tarball for 1.0

Hi guys,

	Could someone with webacess add a tarball of gdcmData (without 
BaselineDicom) to the website + a link from the main page. I think It 
make senses since we are releasing gdcm 1.0 as a tarball we should have 
a matching gdcmData tar ball.
